Paying Fine - Know Citizen Rights

Traffic officer of 'above the rank of Head Constable' duly authorized in this regard to collect fine amounting more than Rs. 100 in Delhi.
However, Important to note that:- No Head Constable can prosecute anybody for any offence for more than Rs. 100 Per Offence. For paying fine of more than Rs. 100 - ASI (Assistant Sub Inspector) or higher up officials (SI, Inspector or higher up) are only designated to collect fine per offence. Constable are not allowed to prosecute, while Head Constable can not prosecute for any offence above Rs. 100.
If you dont intend to pay fine - on the spot you can ask the Traffic Official to issue Challan by submission of Original Driving License, and case will go to Court. Note - Traffic Police will give you acknowledgement of collecting Original Driving License.
Wondering how to find - if Police Official is ASI or Constable. Well - for an ASI or above - has stars in Uniform. ASI has 1 Star, SI has 2 Star and so on. You may look for Stars on the Uniform.

Parking Rules on ODD and Even Day


The Department of Transport and Delhi government have issued orders prohibiting the parking of odd number non-transport four wheeled vehicles (motor cars etc.) on even dates and even number non-transport four wheeled vehicles (motor cars etc.) on odd days from January 1, 2016 to January 15, 2016.



The odd numbered non-transport four wheeled vehicles would be allowed to park only on odd dates and the even numbered non-transport four wheeled vehicles would be allowed to park on even dates only.  

With a view to implement the aforementioned, it has been advised that entry and/or exit of vehicles to all parking lots, either for use of general public or for staff, may be prohibited based on the restrictions imposed for the period from January 1, 2016 to January 15, 2016.  

A notification to this has been sent to DDA, NDMC, North MCD, South MCD, East MCD, PWD, DMRC, CEO Delhi Cantonment, Divisional Commissioner, Special Commissioner Traffic, Special Commissioner (Enforcement) Transport Department, Special Commissioner (Planning) Transport Department and Joint Commissioner (Operations) Transport Department.
The odd-even scheme, set to roll out from January 1 for 15 days, has been proposed to curb pollution in the national capital. Under the plan, four-wheelers with odd registration numbers would ply on odd dates and those with even numbers would run on even dates. There will be no curbs on Sundays. The scheme will be effective from 8 am to 8 pm.
Violators of the scheme would attract a penalty of Rs 2,000.
Women drivers, CNG-certified vehicles, two-wheelers and those carrying the differently-abled are among the 25 categories which will be exempted from the scheme.

Appeal from Police Chief Bassi's:  'Please Don't Lie, Delhi'

NEW DELHI:  Days before the odd-even rule for cars comes into force in Delhi, police chief BS Bassi has this to say to citizen - don't lie about being sick.


"The notification clearly says checks regarding odd-even violations concerning medical emergency for the sick will be based on mutual trust. Thus I request all citizens to start 2016 with the truth and not to lie about being sick," Mr Bassi said.

For the first 15 days of the New Year, odd-numbered cars will run on odd dates and even-numbered cars will run on even dates, barring exemptions granted to categories like VIPs, women, CNG vehicles, emergency vehicles and two wheelers.

Many have questioned whether the long list of exemptions defeat the purpose of the drive, which is to drastically reduce the number of vehicles on the roads and this cut down air pollution in Delhi..

"What if someone says he is sick? I cannot stop him because I have to believe him. There is a possibility that many persons who will be violating will be able to wiggle through because of the exemptions. I wish we had gone for a policy without any exemptions," he said.

Today, he was more cautious as he said: "We will do our job."

The police chief, who has never shared very friendly vibes with the AAP government, has warned against vigilantism by thousands of volunteers that AAP says will help the traffic police implement the odd-even plan.

Besides the traffic police, around 10,000 volunteers will be present at traffic lights to guide drivers, the Delhi government has said.

"No matter how good the cause is, we can't let volunteers stop vehicles in running traffic. The law does not permit this and neither will we...No vigilantism will be tolerated," Mr Bassi said on Monday.

Like 1,3,5,7,9,11,13,15 are odd numbers .. so only odd numbered vehicle are allowed.
(जिस प्रकार गणित के अंक में १,३,५,७,९,११,१३,१५ विषम संख्या होती है , उसी प्रकार दिल्ली में भी इन दिनों में सिर्फ वाही वाहन चल सकेंगे जिनका रजिस्ट्रेशन विषम संख्या का होगा.)

and 2,4,6,8,10,12,14 are Even numbers so only even numbered vehicles are allowed.

What is Odd Even Day, in Delhi?

  • For the first 15 days of the New Year, odd-numbered cars will be allowed on odd dates and even-numbered cars on even dates, barring Sunday, when all cars will be allowed.
  • Some 200 points across the city were to be part of the exercise between 9 and 11 am to test the coordination between various agencies. But many volunteers failed to show up.
  • Some 40 officers meant to be part of the odd-even drive are on mass leave to protest action against their colleagues allegedly for not signing off on decisions taken by the Aam Aadmi Party (AAP) government.
  • Those who violate the odd-even rule will be fined Rs. 2,000. Exceptions have been made for medical emergencies, women, VIPs, CNG cars and two-wheelers. In response to a petition, the High Court has asked the government why women and two-wheelers are exempt.
  • Among those exempt is the Chief Justice of India, TS Thakur, who, however, says he will follow the rule. The US embassy has also said it will go by the rule.
  • Chief Minister Arvind Kejriwal says the move to ban private cars on alternate days will drastically reduce air pollution in Delhi, which is more than 10 times the World Health Organization's safe limits.
  • Some critics warn the measures will be unenforceable in a city where traffic rules are routinely flouted. Many believe residents could try to skirt the ban by forging number plates or buying second cars.
  • But even critics say the rule should be given a chance. "Odd-Even scheme should be given a fair chance, despite design and implementation flaws. We owe it to ourselves and future generations," tweeted Yogendra Yadav, who was expelled by AAP earlier this year for indiscipline.
  • To cope with the extra pressure on the public transport network, Delhi's government has hired around 3,000 private buses. Schools have been ordered to remain closed till January 15 so that their buses can also be pressed into service.
  • Around 8.5 million vehicles fill Delhi's roads and 1,400 new cars are being added every day. That has contributed to Delhi being the most polluted of 1,600 cities around the world that were surveyed by the WHO last year.
